Re: Sample Letters
I would state the objective clearly: We are writing to inform you that under new management, our terms of payment have changed to Cash on Delivery (COD). We apologize for any inconvenience this may cause you as we consider you a valued customer.

If you would like to open a line of credit, please fill out the attached forms. We will notify you of your eligibility along with the terms.

We thank you for your loyalty and hope that we can continue to provide you with quality service as a great price.

This is just a quick mock up, but I do suggest you apologize for any inconvenience and explain that credit will be extended to those who qualify. Hope this helps.
