I've found in most jobs that employees tend to take employee handbook questions to the Administrative Assistant before they'll call HR. It's even been in my job description at a few places to be the goto person for people in my department on policy questions. I was expected to know the employee handbook well enough to either know the answer to a question or be able to find it quickly. Of course, any questions looking at gray areas in policies should be refereed to HR, but for basic questions like vacation accrual and whatnot, the department admin should know the answer.
