Jessica,
Volunteer work should definitely be considered experience, as well as any other jobs you've had no matter how small. This includes responsibilities as babysitter, in fast food, mowing lawns, etc. List specifically what your duties were and the responsibilities assigned to you. Also, to combat the lack of Experience, make sure your Objective or Summary section is strong and clearly outlines what you can do and where you want to head in your career.
