I recently was hired on as a temp-to-perm and definitely did not have as much flexibility in terms of negotiating a higher salary. The temp agency I was working for charged an incredibly high conversion fee and I nearly was not hired because of it. Luckily, the paid the fee but, in turn, offered me a lower salary. Be careful what agency you sign on with...sometimes they are not very transparent in regards to the fees they charge!

One thing to consider when going temp to perm is the value of the benefits you'll get as a permanent employee. Likely you didn't have those benefits as a permanent employee. Your benefits go towards making up your total compensation, so you are likely coming out ahead even if you are taking home a little less.
