Who pays the cost of a Corporate issued Credit Card delivery fees?
Can I qualify for small business grant or loan to pay for a Corporate sponsered Credit Card insurance fee and delivery cost or do I ask them to foot the bill?

If they are requiring you to have the card, they should foot the bill. But if having the card is voluntary, you should foot the bill. That's the way it has been done most places I've worked.
