In my previous position, I set up a corporate account with Avis. The discount was substantial, and we earned points that turned into free rental days, discounts on weekly and weekend rentals. This resulted in an annual savings of over $10K. The travelers were members of the Avis Preferred club, and had easy access and drop off at all major airports. Some rental companies are "off property" which can add an enormous amount of time to the traveler. If they are on a tight schedule, they'll need a company that has quick and easy access from the terminal. Your travel policy should state specifics on what type of car travelers are permitted to reserve. Most are mid-size/intermediate, unless 3 or more people are traveling together, then either a standard or full-size car is usually the norm.
