Routing an Unwelcome Telephone Call
Why not have the President's helper speak to the consultant to clarify the availability issue? They can then confirm that the President isn't available, this project is important, and they have his/her contact information in the event they have a question or need assistance.

I'm sure the consultant is a nice person, but making a pest of themselves isn't going to make the project go any faster (or give them more billable hours?). Sounds like someone needs to lay down the law with this person--firmly yet professionally and in a positive manner. I'd bet that the President's helper would be happy to delegate this task to you.
